Pursues an adoption- and infrastructure-led AI strategy, leaning on state evaluation capacity and voluntary commitments rather than binding law.

The UK government, led on this by the Department for Science, Innovation and Technology, has pursued an adoption- and infrastructure-led approach to AI rather than a regulation-led one. It hosted the first international AI Safety Summit at Bletchley Park in November 2023, producing the Bletchley Declaration and creating what is now the AI Security Institute, and in January 2025 set out an AI Opportunities Action Plan promising a large expansion of public compute and streamlined data-centre planning. Britain's own attempt at binding AI legislation collapsed earlier in the parliament, and the government has instead leaned on voluntary commitments, state evaluation capacity and partnerships with labs. By 2026 that framework continued to guide its compute, safety and public-sector deployment decisions.
