Scott Wiener is a California state senator who has authored the most consequential state-level attempts to regulate frontier AI in the United States. His SB 1047, the Safe and Secure Innovation for Frontier Artificial Intelligence Models Act, would have required developers of the largest models to adopt safety protocols, retain the ability to shut them down and submit to audits; it passed the legislature in 2024 over heavy industry lobbying before Governor Newsom vetoed it. He returned with a narrower transparency bill, SB 53, which drops the technical mandates in favour of disclosure and incident-reporting duties, and which Newsom signed in September 2025. His bills have made him a focal point in the argument over whether, and how, frontier AI should be regulated in the absence of a federal law.
