OpenAI and US Department of Energy sign AI collaboration MOU

OpenAI was one of 24 organisations, including Microsoft, Google, Amazon, Nvidia and Anthropic, to sign non-binding agreements under the DOE's Genesis Mission the same day.

OpenAI signed a memorandum of understanding with the US Department of Energy on AI and advanced computing, one of 24 such agreements the department announced the same day in support of the Genesis Mission, an initiative to apply AI to accelerate scientific discovery, national security research and energy innovation across the national laboratory system. Other signatories named by the department included Microsoft, Google, Amazon, Nvidia, IBM and Anthropic.

The MOU itself commits the two parties to little beyond a framework for information-sharing and coordination, with a path to negotiate specific follow-on agreements as individual project needs are identified — it is a statement of intent rather than a funded programme or a specific compute commitment. OpenAI described the work as an extension of “OpenAI for Science,” its effort to pair frontier models with the tools, workflows and expertise of working research environments, and said Kevin Weil, its vice-president of science, met with DOE officials as part of the collaboration.

DOE under secretary for science Darío Gil framed the agreements as implementing an executive order from the Trump administration directing the department to build a “national AI platform for scientific discovery.” The announcement coincided with a White House roundtable and meetings on Capitol Hill attended by several of the signing organisations.

As with comparable MOUs signed by other AI labs and government bodies through 2025, the immediate substance is limited: no funding figures, compute allocations or specific research projects were disclosed. Its significance lies mainly in formalising OpenAI’s access to national-lab researchers, facilities and decades of accumulated federal scientific data, ahead of any later agreement that gives the relationship operational content.
