Ireland datacentre opposition intensifies as facilities near quarter of national electricity use

Ireland’s Central Statistics Office reported that datacentres accounted for 21% of the country’s metered electricity consumption in 2023, up from 18% the year before and from 5% in 2015. That share exceeded the 18% used by all of Ireland’s urban households and the 10% used by rural households, taken separately — a comparison that became the year’s most-cited statistic in arguments over the sector’s growth.

The figure capped several years of tightening constraint on new datacentre construction. Ireland’s grid operator, EirGrid, had already restricted new connections around Dublin, where the concentration of facilities was straining local transmission capacity, and cited a risk of blackouts rather than climate policy as its immediate reason. Environmental groups and some local campaigners argued the two concerns were linked: with roughly 60% of Irish electricity still generated from fossil fuels, rising datacentre demand made the state’s climate targets harder to meet even as it strained supply. Campaigners including Ceara Carney of Friends of the Irish Environment staged protests outside industry and government events, and environmental groups pursued litigation over new grid-connection rules.

Datacentre operators and their supporters in government countered that the facilities underpinned a technology sector central to Irish employment and tax revenue, and that Ireland’s role as a European data hub — home to the regional infrastructure of most major cloud and AI firms — depended on continued capacity. Critics, including academic Hannah Daly, argued the facilities delivered limited local benefit relative to their grid demand, employing only a small number of staff to run each site.

The dispute was unresolved through 2024: EirGrid’s Dublin-area connection restrictions remained in place, no comprehensive national policy settled the balance between AI-driven demand growth and decarbonisation targets, and Ireland’s position — an early, disproportionately large host of AI-related compute relative to its size — made it an early test case for tensions later visible in other countries’ grids.
